订单农业经典骗局揭秘：奉新县老涂鸡苗被骗记

——技术、饲料、回收……只为卖出高价苗子
家住江西省宜春市奉新县农村的老涂还记得两年前骗他签约的那家公司。“那家公司很大，厂房宽敞，办公室豪华，还有业务经理当前台。后来我才知道，都是骗局。”53岁的老涂签订合同时，花了1.5万多元买鸡苗，公司承诺高价回购养好的鸡。他本想赚点小钱，没想到鸡苗根本养不起来，公司成了“空壳”。

2022年5月的一天，老土在手机上无意中看到了一条鸡苗短视频广告。视频里，一箱箱鸡苗挤在一起，热闹非凡。一段AI女声反复播报着视频里“长期大量供应鸡苗，物美价廉，高价回收，新手也能上手”的广告词。视频下方有链接，点击即可打电话询问鸡苗价格。
老图拨通电话后，一名自称来自湖南省浏阳市鸿辉家禽经营部的“客服人员”称，该公司供应雏鸡，回收肉鸡，还给合作农户发放每亩3000元养殖场地补贴，提供养殖大棚、饲料等。“如果你有兴趣，可以来我们养殖基地参观一下。”
几天后，老屠驱车三个多小时，来到了位于浏阳市古港镇金源村的鸿辉家禽经营部。一位穿着职业装的“业务经理”陪同他进行了实地参观。在老屠眼中，公司的厂房宽敞明亮，办公室装修雅致，还有好几间孵化室。当老屠正要去参观孵化室时，“业务经理”艰难地提醒道：“孵化过程涉及生物安全，为了雏鸡的安全，不建议参观。”
参观后，老土觉得这家公司挺“专业”的，应该可以信赖。在“业务经理”的推荐下，他当场签了合同，订购了2300只鸡苗，总共花了1.5万多元。合同规定，鸡苗经过精心饲养，长成成品鸡后，公司将以每公斤18元的价格回购肉鸡。“我只要出鸡苗钱，他们提供设备、技术，还回收利用，几个月就能赚几万元。”老土开心地想着。
几天后，一名自称“技术员”的男子将雏鸡送到老屠家中，帮忙搭建养殖大棚，并在大棚内接上十几个白炽灯。然而“技术员”走后的第二天，老屠发现这批雏鸡出了问题，全都生病了，没过多久就分批死亡。“一天死了几百只雏鸡，光是埋死雏鸡就挖了七八个坑，这都花光钱了！”老屠心疼不已，他联系了“技术员”和“客服”，得到的答复都是：“养殖方法有问题，按照合同，公司可以补货，但是钱不能退。”一周后，2300只雏鸡全部死亡。老屠多次拨打营业部的联系电话，对方还是说着之前那句话，最后干脆不接电话或者关机。老涂越想越觉得不对劲，2022年5月便拨打了12345政务热线举报。
“其实，老屠的电话是我们2021年6月份以来接到的第7个类似举报电话。”浏阳市农业行政综合执法大队副大队长林春文告诉记者。

据了解，被举报的公司包括鸿辉家禽经营部、浏阳市太品农业有限公司等。经查，被举报的两家公司其实是同一批人经营，且两家公司在运营数月后均被注销。种种迹象表明，这些举报可能不仅涉及动物检疫、家禽违法行为，还可能隐藏着更为复杂的骗局。
2022年5月，浏阳市农业农村局依法将此案移送市公安局。经侦查，一个以张某、胡某为首的诈骗团伙浮出水面。该团伙由21人组成，在湖南省浏阳市、常德市、长沙县、长沙市等地注册多家公司，向75家农户销售问题禽种苗（包括鸡鸭鹅种苗）。截至案发，该诈骗团伙违法所得达298万元。 “其实老屠以每只6元多的价格收购的雏鸡，都是骗子以0.6-0.8元收购的劣质雏鸡，这些雏鸡体质较差，没有养殖价值，一般用来喂养甲鱼或者鳄鱼。诈骗团伙注册的公司是一个空壳公司，公司内部的孵化箱里堆满了杂物和一些破损的孵化机。”浏阳市公安局经侦大队中队长熊章介绍。
2023年10月，浏阳市人民法院以合同诈骗罪对该犯罪团伙追究刑事责任。张某被判处有期徒刑六年六个月，胡某被判处有期徒刑四年两个月。目前，该案已进入二审阶段。警方介绍，截至目前，已为受骗群众追回赃款256万元。
